* NEW * Center of Town - Project Updates
The Mayor and Council have funded a major public improvement project that centers around the extension of Grant Street that will intersect with a new library drive access to Broadview Road. This project also includes a new public parking lot that will help support construction of a microbrewery known as the “Richfield Brewing Company.” Both projects have started and you likely have seen the activity.
Near the general location where the new library access drive intersects with Broadview Road is a very large approximate 150 year old tree that is being preserved in connection with the project. This is the tree that is contained behind chain link fencing. The fencing is temporary and will be removed when the projects are complete. The Village led improvements will be substantially complete this year, while the brewery will open late summer/early fall of 2023.
The final piece of the Village’s project will be burial of the overhead electric lines along Grant Street and Broadview Road. The electric line project is currently being designed by First Energy and work will begin in the spring of 2023.

* NEW * Cleveland Water - Waterline Extension Project - Details from June 29th Informational Meeting
Property owners will receive an option to connect letter from Cleveland Water by the end of July. The frontage fee is $105.47* per foot of property frontage. The letter will include the cost and payment plan details. (*cost per foot revised 8/01/22 by Cleveland Water)
Early bird application deadline: EXTENDED to November 11, 2022
- Property owners that apply by the deadline will have the connection to the curb installed at the time of construction at no cost
- Property owners will be responsible for extending the connection from the curb valve to the home, including the meter
- Cleveland Water to mail 'Option to Connect' letters by August 27th
Advantages to applying early (before the deadline)
- No street opening or restoration required: ~$5,000 savings
- No fee for a water tap: $400 savings
- Customers pay for water meter and account set-up fee
- Interest free payment plan for 5 years (60 months) is available during first 5 years

Cleveland Water - Waterline Extension Project - Informational Meeting June 29th
You are invited to an informational meeting presented by the Cleveland Water Department regarding the extension of public water to the center of town. The project is expected to begin the week of July 11th and the Cleveland Water Department is preparing to begin the sign-up period to connect to the system.
PURPOSE: To provide property owners with expected costs and timing related to the water line extension project to the center of town
WHEN: Wednesday, June 29th at 6:30 P.M.
WHERE: 4410 W. Streetsboro Road – Administration Building / Council Chambers
All properties that will benefit from the waterline extension project are encouraged to attend this meeting. The presentation will provide information about the project schedule, connection costs and the incentives associated with connecting early, and the application process.

Briarwood Estates
March 8, 2022 Planning Commission Meeting - At the March 8th meeting, the Planning Commission provided preliminary plan approval of Phase Two and Phase Three of the Briarwood Estates Subdivision. This approval focused two aspects of plan that remained incomplete: bridge design and road lowering improvements to S.R. 303.
Bridge design will be a four-sided box culvert for the stream crossing and roadway extension. The initial stream crossing design contemplated an arch bridge, however it was determined the arch design was not best for the project due to it would create steeps slopes, greater disturbance to stream banks, and the soil type/banks could not support the concrete and structure for the arch bridge design.
The road lowering and improvements to S.R. 303 are a result of the bridge and roadway extension of Sawbridge Drive.

September 21, 2021 Council Meeting - Public Hearing - Council held a public hearing to discuss Ordinance 95-2021. The Ordinance is to create the Brecksville Road/State Route 303 Tax Increment Financing District (the "Incentive District"). The materials presented at the meeting can be found below:

May 11, 2021 Planning Commission Informal Hearing Meeting - At the May 11th meeting, the Planning Commission discussed and recommended approval of Council Ordinance 39-2021. A summary of the Planning Commission case and the related Council Ordinance is noted below:
Planning Commission Case No. 28-2021 (Council Ordinance 39-2021) Referral of Ordinance 39-2021 to the Planning Commission from the April 14, 2021 Council meeting. Ordinance 39-2021 relates to assignment of a zoning district to be applied to the approximate 118 acres of land proposed to be annexed from Richfield Township to the Village. The annexation petition involving this matter was received by the Village on April 8, 2021.
May 10, 2021 Summit County Council Meeting - Summit County Council conducted a Briarwood Public Hearing on May 10, 2021. Click here to for a copy of the meeting minutes.
Notification Sent 4/30/21: Planning Commission - Informal Hearing Informational Meeting for Case No. 28-2021 is scheduled for Tuesday, May 11 at 7PM (via zoom). The Planning Commission will consider Ordinance No. 39-2021 referred from the 4/14/21 council meeting.
Notification Sent 4/21/21: Village Council - a public hearing has been scheduled for discussion of Ordinance No. 39-2021 on Tuesday, May 18 at 6:30 PM (via zoom).
April 13, 2021 Informal Hearing Informational Meeting - CANCELLED - Please note the previously scheduled informal hearing informational meeting for Case No. 17-2021 was cancelled (due to improper filing of the second petition for annexation application by the applicant). A new date for the informal hearing informational meeting will be announced at a later date.
April 12, 2021 Summit County Council Meeting - a date was set to conduct a Public Hearing on Monday, May 10 at 4:30 PM to consider the annexation of 118.7873 acres of land in Richfield Township to the Village of Richfield. Click here to view the Summit County Council agenda page.
March 30, 2021 Planning Commission Meeting - Briarwood Estates was on the agenda as follows:
- Case No. 16-2021: Referral of Resolution 26-2021 to Planning Commission from the 3/16/21 Council Meeting. This mandatory referral pursuant to Section 9.06 of the Village Charter relates to an annexation request of approximately 118 acres of land from Richfield Township.
- Case 17-2021: Ordinance 30-2021 referred from the 3/16/21 Council Meeting pursuant to Section 9.06 of the Charter and Section 1115.05 of the Planning and Zoning Code. Village Council is requesting Planning Commission’s report and recommendation of the Zoning District to be applied to the approximate 118 acres of land proposed to be annexed from Richfield Township.
- Case 12-2021: The applicant is requesting preliminary plan approval to create 130 sublots on approximately 126 acres currently located in Richfield Township but subject of a filed annexation to the Village.
- Case 13-2021: The applicant is requesting preliminary development plan approval for a proposed 130 single-family home subdivision on approximately 126 acres currently located in Richfield Township but subject of a filed annexation to the Village.
